when changing the primary type of an existing node the specification only
mandates that this requires the ability to change node type information.
However, changing the primary type of an existing node may turn a regular node
into a protected one would otherwise (upon regular creation) require special
privileges to be granted. For consistency the same contract should be enforced
upon changing the primary type.
