IMO the repository upgrade does not properly handle privilege bits (and the
calculation of the 'next' flag) in case of aggregated privileges, which will
lead to critical inconsistencies in the oak repository.
the best way to address this was in IMO not to partially copy the
privilege-registration code but rather make sure the upgrade make use of that
code.
