The baseline check has a _skip_ flag [0], I suggest to add support for it in
Oak.
So in the situation where one decides to skip tests, the baseline check should
be also skipped.
Helps with:
- faster turnaround of the build when I specifically choose to skip the tests.
- when offline, maven doesn't need to fetch any dependencies.
