Marcel Reutegger resolved OAK-3059.

Resolution: Fixed
Updated to correct 1.3.1 version of most recent released oak-authorization-cug.
Disabled failOnWarning again to avoid failed builds on machines where Oak 1.3.1
release was not installed from sources.
