yes, iiuc then [new
DocumentNodeStore(Builder)|https://github.com/apache/jackrabbit-oak/blob/trunk/oak-core/src/main/java/org/apache/jackrabbit/oak/plugins/document/DocumentNodeStore.java#L464]
will always ensure that the root is created - and that will happen before the
new {{determineServerTimeDifferenceMillis}} will be called.
