It might be possible to avoid this by populating the QueryContext earlier. But 
there might be other potential race conditions.

Maybe we should try the global filter approach [~tmueller] proposed; it would 
make use independent of per-query house-keeping and also make the update 
operation simpler. The price would be potentially more filters being populated 
when we don't need them, and more false positives... [~mreutegg] let me know 
your thoughts about this alternative.
