Patches should be applied in following order:
1. OAK-3586 ConflictException and CommitQueue should support a list of revisions
2. OAK-3662 Create bulk createOrUpdate method and use it in Commit
3a. OAK-3559 for Mongo
3b. OAK-3637 for RDB
