The suggestion as discussed offline is to increase the tolerated margin from
50% to 100% (with the argument that travis might have such a virtualized
hardware setup that its CPU performance indeed fluctuates quite a bit) - plus
we could even remove (thus tolerate) one spike. I'll look into this.
