{{FileStore.containsSegment()}} looks

This "optimisation" causes it to always return {{true}}.
{{containsSegment}} is used for deduplication and revision gc. The current
implementation causes {{SNFE}} exceptions once gc is effective (as I
experienced while working on OAK-3348).
