OAK-2882 introduces {{LengthCachingDataStore}} which may increase the
performance of repeated upgrades (OAK-2619), especially if a slow blob store is
used (eg. s3). Let's have it enabled by default. Also, let's add a new CLI
parameter to change the default location of the {{mappingFilePath}}.
