[~anchela], I was thinking about the case in which we already have a
fully-functional Oak repository (migrated from the JR2) and want to use
oak-upgrade again to copy a node subtree (eg. /content/mysite/en). It's related
to the OAK-2619 (repeated upgrades). Some customers want to top-up their
already migrated repository only with a recent changes on a selected subtree
and in this case, AFAIU, we don't need to run the initialization code again.
