Changed the jackrabbit-jcr-tests dependency in oak-jcr to 2.13.0-SNAPSHOT to
take advantage of the improvements implemented in Jackrabbit trunk. The
dependency can simply be reset to jackrabbit.version when we need to release
Oak or once 2.13.0 is available.
