proposed patch. naming is not final, I can change it if there are concerns.
I needed this on my local to test the sidegrade, so I decided to submit it as a
patch. If it's not needed, feel free to close as 'won't fix'.
ideas for improvement:
* only allow this dummy store to be used for this specific scenario (sidegrade
only)
* tests
