[FilterBuilder's 
getConfigMBean|https://github.com/apache/jackrabbit-oak/blob/trunk/oak-core/src/main/java/org/apache/jackrabbit/oak/plugins/observation/filter/FilterBuilder.java#L420]
 seems to confuse cluster-external and cluster-local flags. This propagates 
into the 'Consolidated Event Listener statistics' MBean, resulting in columns 
{{clusterExternal}} and {{clusterLocal}} to be flipped.
