Description: CLI tools currently use oak-segment unless the
{{\-\-segment-tar}} is specified. While this was useful for testing purposes,
it should not be needed anymore. oak-segment-tar should be used by default,
{{\-\-segment-tar}} should be removed and a {{\-\-segment}} flag should be
added to target the old oak-segment implementation. (was: CLI tools currently
use oak-segment unless the {{--segment-tar}} is specified. While this was
useful for testing purposes, it should not be needed anymore. oak-segment-tar
should be used by default, {{--segment-tar}} should be removed and a
{{--segment}} flag should be added to target the old oak-segment
