The "primary" and "standby" CLI commands in oak-run are implemented agains the
oak-tarmk-standby module only. It should be possible to use this command both
on the new and the old standby implementation, switching between them with the
{{\-\-segment}} flag. As done for other CLI commands, the backend for the
command should live in oak-segment-tar.
