[~frm] The Netty dependencies are embedded in the cold standby bundle (TarMk
and SegmentTar).
The Netty dependencies account for ~4MB, thus it'd make sense to share it
between TarMk and SegmentTar. This could be done by running Netty in its own
bundle.
