As seen in OAK-4936, the hit rate of the LIRS cache can be improved a lot if
added entries get hot that were in the non-resident part of the cache.
I don't currently see a disadvantage in doing that by default, but will leave
this setting configurable (feature flag) so that it's easy to test if we
suspect the hit rate gets worse in some other use case.
