For {{rep:NodeType}} and {{rep:VersionStorage}} one issue would be that they
all get written via InitialContent. And we would be bootstrapping the default
bundling config itself via {{InitialContent}}. So we would need to ensure that
any such bundling config gets bootstrapped before {{InitialContent}} gets
written
