With OAK-5007 segment-tar is now part of the default reactor build. Starting
with this change, SegmentDataStoreBlobGCIT times out consistently on travis-ci:
https://travis-ci.org/apache/jackrabbit-oak/builds/170749715
A assume the machine is just not powerful enough to finish the test in 10
minutes.
