Currently {{SecondaryStoreCacheService}} as configuration policy of required.
We should remove that requirement and let it get activated with default
configuration if any {{NodeStoreProvider}} with {{secondary}} is registered.
So in default setup this component would not get activated. And for a user to
make use of this feature he would only need to configure a
{{NodeStoreProvider}} with {{secondary}} role. And then as per requirement user
can tweak the OSGi config to determine which all paths needs to be part of it
