[patch|^OAK-5113-v1.patch] for the same (for segment-tar for now). Its
conservative in the sense that only for {{refreshHead}} call *after* CP related
changes are done do not dispatch changes. In all other cases changes are
dispatched.
With this and OAK-4935 all no change gets added to the observation queues!
