Note that with OAK-4808 logic in LuceneIndexProvider now relies on CommitInfo
associated with changes pushed to BackgroundObserver. So of ever we change the
default for collapsing of external diff then this should be made a configurable
property in BackgroundObserver such that logic in ExternalIndexObserver in
oak-lucene can disable that
