Fix For: 1.7.0
{{oak-upgrade}} should reference oak-segment using a non-snapshot version. If
the current snapshot version should happen to includes fixes that the 1.6.x
version does not have, we need to backport those. This shouldn't be the case
though, but might be worth an extra check.
