I was reading a {{Closed}} issue as having had at least 1 release.
Currently, we use bulk update and not sure if this sort of rules can be
automated and if they have to be manually done then it would require a lot of
effort.

For this particular case maybe that makes sense. But what about other issues,
it would be confusing if we create a separate issue for backports (personally
its easier to have all the context of the issue at one place).
