For enabling out of band indexing (OAK-6081) we would need a FSDirectoryFactory
which can create and store indexes locally instead of writing them to
repository.
This implementation should create a directory structure similar to one created
for copy-on-read support (OAK-3629). Later this directory can be imported into
the running NodeStore
