A more in-depth followup of OAK-6451. It turns out you can't mix CUG setup with
the Multiplexing setup because the {{CompositePermissionProvider}} cannot
contain another composite.
Making {{CompositePermissionProvider}} implement
{{AggregatedPermissionProvider}} opens the door for composites of composites.
