Currently IndexDumper (OAK-6231) supports dumping index content to file system.
For Lucene index it tries to dump Lucene index files as normal files on FS. At
times due to index corruption this may fail (OAK-6525). For such cases the
logic should fallback to dumping the NodeState along with blobs (OAK-6545)
