Environment: OAK-6803 introduced a way to configure the persistent
cache with a predicate to decide whether a key should be cached. The same
predicate can be used to determine whether a read on the persistent cache
should be attempted at all. If a key is never cached, the read can be avoided
because it will never return a value.
