I updated the docs:

* moved underneath "Blob Storage" in the navigation
* adding a new high level diagram at the top
* added important info on the transfer acceleration config
* links to S3, Azure BS, the oak direct binary access wiki page
* some editorial improvements
The questions above are still open.
BTW, it's probably easiest for me to commit this once approved since it
involves the diagram images that aren't included in patch files.
