We have seen instances were offline compaction did not clean up all reclaimable
tar files on the first run but would reclaim them on subsequent runs.
Apparently this is caused by OAK-6648, which fixes an issue where the file
reaper is invoked without a prior call to {{System.gc}} reclaiming potential
references.
