The {{LoggingHook}} class is currently used by only the {{o.a.j.o.segment}}
package, with the exception of the {{urlEncode}} utility method.
{{LoggingHook}} should be made an implementation detail of the
{{o.a.j.o.segment}} package, and the utility method exposes from a
general-purpose class in {{o.a.j.o.segment.util}}.
