When a local group named "group" is present, any sync of an external group 
(from an IDP) with the same name fails silently.

There should be a WARN like this: "Cannot create externally managed group named 
XX because a local group with the same name already exists; principal Y will 
miss group memberships" in the logs to make this problem obvious and to ease 
the debugging of this situation.
