{{preserveOnTarget}} was introduced with OAK-9814. It has issues when trying to
copy historic versions and the fix should:
* Ignore when the corresponding version history on target has diverged
* Prevent deleting link to successor version when the version history has
moved forward only when comparing to the source repository.
