In OAK-11254 we're doing a short-term fix (a 1sec sleep after startup) to
reduce flakyness due to backgroundPurge interfering with fullgc test. We should
replace that 1sec sleep with something more proper. For example by introducing
a disableBackgroundPurge (used by testing only) - or some way to do that on the
builder - or some other way - just not sleep(1sec)
