I've been trying this with a ms-based stop watch; and we have two test cases
that fail due to elapsed time being rounded down to 0.
New plan: make the stop watch indeed nano-second based.
Furthermore, move it to commons, as the package in oak-core-spi indeed is not
marked "@internal".
