Steps to reproduce:
1. Blob is added to azure store
2. Blob metadata is not set
3. Archive is not closed (close/brf/gph)
Results:
1. Recovery process creates a .bak archive and sets the metadata on the blob in
the bak archive but not in the main one.
2. Compaction is failing with SNFE since .bak archives are ignored
3. Consistency check fails with SNFE since .bak archives are ignored
