Follow-up Comment #2, sr #108895 (project oath-toolkit):
It would be something nice to have. The advantage of overriding the usersfile
would be that any existing applications could use it, by replacing a file with
a URL. A more generic API could introduced from advanced options if needed,
but the generality of the usersfile allows for extensions as is.
