first of all it's very nice to meet you, and thanks for your interest!

About your first question... the "problem" IMHO it's not in the code
itself, but how the whole framework is distributed.
We had some difficulties to start using the original Java library
because a little lack of documentation,
we have a little different vision about the way of packaging
components, it means totally different distributions of consumer and
provider,
moreover the number of external dependencies (we tends to zero), and
we found the Provider implementation strictly dependent from
the Servlet Container implementation... since we're using both JAX-RS
specs (Jersey framework) AND The Servlet APIs, we aim
creating something totally independent. About the provider, we were
looking for a more complete platform.
Finally, we tended to simplify as much as possible the APIs, in the
way that developers couldn't know the OAuth specification in a deep
way.

As I reported in Home Page, we started implementing the framework for
internal projects, and since we lernt a lot from this community,
in out mind it's logic giving back to the community, donating as Open
Source Software our result.

About the non Maven distribution: yes of course, I'll add the
assemblies on the Download section of the google-code project page.
Just give me please
