the work on the OAuth 2.0 specification is done in the IETF OAuth

Regarding your question about when the spec is stable. From a procedural
point of view the only correct answer to the question is "when it is
published as an RFC." since until then the content is subject to change.
How much time does this need? Hard to say. Depends on the input from the
group. We need to get sufficient feedback on the spec and close the open
issues.
That's probably not the answer you want to hear. It would be good,
however, to have early implementation experience to make sure that we do
not miss some important issues. So, even if you have to change your code
a bit later your input would be extremely valuable.
