I've seen a number of last call reviews go by on the i...@ietf.org list
that are suggesting documents use the keyword boilerplate from RFC 8174.
The Token Exchange draft uses lowercase must and should a few times so I
figured I'd try and get out ahead of such review comments and just update
it now to use the boilerplate from RFC 8174. And that is the only change in
this -12 draft.
