I think  A 'cross bike would be a good choice, but so would a touring bike, 
which also gives the advantage of having more braze-ons and clearance for 
fenders if it should ever be desired.

The only thing that separates most (modern) touring bikes from being decent 
off road bikes is the tire choice.  And some 'cross tires or specialized 
crossroads 700's would be perfect.

And as for used bikes, there can be good and bad... I'll bet most of the 
people on this list (although I may lose this bet) take good enough care of 
their bikes to be able to sell them with a clear concience, but it is always 
a leap of faith for the buyer.  Also, bikes such as touring bikes tend to be 
long held treasures in most peoples' arsenal of bikes, and easily finding 
one that fits is not guaranteed.

My time spent working at a second-hand bike store in T.O. confirmed this 
long held belief.
