I had a look at your results from the race and judging from your average 
speed, I would think that you would have no problem at all racing in the 
Senior 3 or Masters category depending on your age.

To become a licensed rider you will need to pay $125 to the Ontario 
Cycling Association or a similar amount to the Quebec Cycling 
association, depending on where you live, I think.

The license is good till the end of the year. So, it is usually best to 
get a license at the beginning of the year. I know you can race up to 3 
races on a one-day license which is $10 per event. The one-day license 
is not available for the Senior1-2 category, but that should not effect 
you.

The license will allow you to race most places in the world. With 
membership to the OCA I get a newsletter, I think you only get it a few 
times a year because I have only received one so far this year.

When I first started racing you had to do a learn to race course before 
you got a license. Looking at the membership form for this year, it 
looks like the learn to race course is no longer mandatory.

As for local races other than the time trials, every Tuesday night there 
is race like group ride in Gatineau park leaving from the parking lot at 
gamelin at 6:15pm or a crit at the NRC. When the A level rider are doing 
the crit, the B level riders are doing the ride in Gatineau park and 
vice versa.

Tonight is a B night at the NRC, so this race would be suited to you. 
This race is not scenic or hilly, it is 1km flat 3 corner loop which you 
do for 1 hour or so. You do not need a license for these races.

Or if you want to show up at the ride in the park, you can do that as 
well, but you might have a hard time keeping up on the hills.

There is a 2 day race in Kingston this coming weekend, which you could 
probably do on a one day license:
