How can we reward non-polluters? It's hard to verify.

It's easier to charge($) the polluters, with a carbon tax and with 
special taxes on the more polluting engines (cars, lawn mowers, 
outboards, trucks). Arrange the rewards and punishments and many 
people will come around as they consider their budget. We don't need 
100% compliance. 95% will do quite nicely.

The Citizen has a "Wheels" section covering mainly cars. They list 
local car clubs, but not bike clubs. I complained, and complained 
again when the Wheels Editor didn't take bikes seriously. My re-reply 
is attached.

If you think "Wheels" should include bicycles as recreational and 
commuter tools, please write

A substantial number of people, young & old, thousands in Ottawa, use 
bikes as their only wheels. So I think you should change the name 
from Wheels to Smokers, if you only cover vehicles which cause smoke 
and ignore others that don't! You might get some new readership Aug. 
1st with the new title, too!  

At least give the 4 (I forgot cfsc) bicycle clubs equal 
representation with the 4x4 clubs, whose members number much less. 
Bicycles are a viable alternative, even in Ottawa, for a lot of 
travel, both to commute and for recreation. They're better for the 
environment, for our health, and our wallet or purse.  

Even motorists will enjoy driving more if the current growing road 
congestion is relieved by more people choosing bicycles. Didn't the 
bike beat the car in several of your commuter challenges? At least 
they would, if the times included parking & then walking to work.
