I am totally underwhelmed by the amount of time people are prepared to devote such an 
uninspiring topic as handicapping a time trial.  Surely there must be better things in 
life than this.
The whole topic has been elevated to unfathonable depths.  Such a simple and 
elementary task can not, under any circumstance, create such a wealth of verbosity if 
one could only understand the reason for a handicap time trial.  That is to say, it 
should allow any rider to be a possible winner, regardless of age, gender or ability.  
These three factors are of no importance unless of course there are prizes for both 
male and female rider.   
How is this done?    Again, very simply by giving each rider an allowance of time that 
will, when his/her allowance is subtracted from actual time produce, the winning time. 
  In effect, if the handicapper was extremely accurate in assessment of performance, 
every rider would produce the same handicap time regardless of actual time.
Having ridden hundreds of time trials in which there is both a prize for the fastest 
actual time and an equivalent prize for the fastest handicap, I can say from past 
experience that just about anyone, including the fastest rider,  could win the 
handicap award.
