I have some large 1:5000 scale mylar topo maps of the park but I couldn't find the 
measurements I
thought I made many years ago.  I also have Chris Georgas' altitude measurements as 
well as a new
Specialized computer which shows grade.  It uses atmospheric pressure to measure 
changes in
elevation and derive gradient in conjunction with distance.  It reacts with a bit of a 
delay, but
over the summer I got fairly consistent readings for grade on the hills you ask about.

I believe the steepest parts are

Fortune: from Meach Lake Rd to Camp Fortune split, max 8-9%
the average grade from the bottom to the high point before Fortune Lake is a bit less 
than 5% with a
climb of 118m over a distance of about 2.4km

Black Lake/King Mt: clockwise, at about the 1st right-hand curve, max is also 8 - 9% 
(possibly 10%)
for a short distance
the average grade is also just under 5% with climb of 88m in just about 1.8km.

the counterclockwise climb past Blacks Lake is not steep at all, 4% max with a rise of 
28m in 900m
for an average grade of 3%.
