Thank you Jennifer for this. You have confirmed my understanding of the
different levels of certification. The comment I originally made was in
the context of a discussion on the apparent proposition that Can-Bike is
the *only* means to deliver high quality cycling education. To reiterate my
point, Can-Bike is not perfect. (That's not the same as saying that it's
no good. I have been a believer for a long time.)

By most reasonable measures, the requirements of certification defined
below for Can-Bike II instructors satisfy the definition of a qualified
instructor. The same cannot be said for CB I instructors. 

A comparison should be made with the requirements to become a coach in
Ontario. *** A candidate must spend 28 hours in the classroom (14 hours
theory plus 14 hours technical) and must gain one year of practical
experience with a club. Only then does one become a CCA certified coach, and 
that's only at the basic level (level 1). A candidate has four more levels
to reach the top level (level 5). He or she needs two more years of study
and at least two more years of practical experience to get just to level 3.

Thus a problem remains. Not all those called Can-Bike Instructors are
created equal. Let us not ignore the fact that to a limited degree, the
lives of children are being placed in the hands of these instructors so any
move to tighten up requirements would be a positive step and gain more
credibility for the children's program. 

(It's important there is no misunderstanding here. This is an issue about
the use of the designation "Can-Bike Instructor" and the stringency of CB I
certification. It is not a comment about the competence of CB I
instructors. I acknowledge there are many very capable CB I instructors.
I also add that the CB II instructors whom I know, and that's quite a few, are
all what I would call "experts in their field".) 

***   The OBC has a number of coaches. the ones I know of are level 3: Jim
Glover; level 2: Don Moxley, Bob Simpson, and Ross Knight; level 1: (I
believe) Paul Smeulders.

Racing Director, Norman Sheil, former world champion on the track, has been
a national team coach for both Canada and Great Britain.
