Paul, that sounds like my policy too. I guess that by "market in stolen bicycles" they also mean that people wanting to get a new free $5k bike will arrange for their bikes to be in an area that gets burned along with a shed or garage. They might not want to mention that scenario for fear of seeming accusatory.
