That's an interesting question that I don't have hard statistics for, but I'd have to guess that France and Italy have the highest numbers, with the US close behind, although in terms of percent of the population, Belgium and Holland would have to be far ahead of anyone. Does anyone know if I've left out any country?
You might do some research on the web to find numbers of the racers in various racing associations. The UCI site http://www.uci.ch/english/index.htm has the names of other countries' federations at http://www.uci.ch/english/about/nat_feds/index.htm but oddly not the links, but a search will probably find their websites.
