The City of Ottawa is accepting applications for membership on the
Cycling
Advisory Committee until Friday April 12 at 4:30 PM.
To apply you must submit a letter of application - indicating the
committee(s) or board(s) on which you would like to serve and an
outline
of your qualifications, including your home address - by Friday,
April 12,

Ottawa residents can make a difference in their community by becoming
a
volunteer member of a City advisory committee or board. Advisory
committees and boards provide advice to City staff and Council, and
contribute to the development of policies, programs and initiatives
that
enhance our quality of life. The City can benefit greatly from your
expertise, enthusiasm and civic pride.
So get involved and play an active role. You can make a difference.
Who is eligible?
To serve on a City advisory committee or board, you must be:
* A resident of the City of Ottawa, and
* 18 years of age or older (with the exception of the Ottawa Youth
Cabinet).
Membership on advisory committees and boards will, as much as
possible,
reflect Ottawa's diversity and demographics in such areas as gender,
official language, geographic representation, race and disability.
What are my responsibilities as a committee or board member?
Advisory committee members serve terms of office of one, two or three
years, with a maximum of two three-year terms on the same committee.
Advisory committee meetings will generally be held once a month,
during
the evening.
The City's Participation Expense Policy will help cover advisory
committee
members' costs for childcare, parking, bus fare and mileage.

Cycling Advisory Committee MANDATE
The mandate of the Cycling Advisory Committee is to provide advice to
Ottawa City Council and its Departments, on issues that impact a
citizen's
ability to cycle in Ottawa. This Committee has as a goal, to provide
a
livable and environmentally-friendly city that is accessible and safe
to
get around by bicycle, and where cycling is an integral part of a
publicly
supported balanced transportation system.
RESPONSIBILITIES
The Cycling Advisory Committee shall be responsible for:
* representing cyclists' interests within the City of Ottawa;
* cycling issues and related matters as they affect the City of
Ottawa
Official Plan, Secondary Plans, budget and overall policy
development,
including monitoring the implementation of said plans and evaluating
their
effectiveness;
* advice on physical infrastructure related to cycling including
planning,
design standards, operations and maintenance;
* educational initiatives related to safety and security of cyclists
and
other road and pathway users;
* promoting bicycle use;
* advice on environment, air quality and economic development issues
related to cycling;
* advice on integration of transit-bicycle trips;
* working with the Transportation, Utilities and Public Works
Department
and outside agencies contracting with the City on cycling-related
issues (e.g.
the Cycling Safety and Promotion Program);
* providing advice on by-laws, legislation and regulations that
impact on
cycling;
* liaising with outside agencies on issues of mutual interest (e.g.
the
National Capital Commission, local school boards and the Ontario
Ministry
of Transportation).
ORGANIZATION
The Cycling Advisory Committee shall have a maximum citizen
membership of
11-15, and shall include the following:
Up to 12 members at large (who shall have practical cycling
experience,
diverse geographical representation and varied cycling interests) 1
representative from each of the following area cycling organizations
(Citizens for Safe Cycling, Ottawa Bicycle Club, Kanata-Nepean
Bicycle
Club)
All appointments to the Cycling Advisory Committee shall be approved
by
the Transportation and Transit Committee and Ottawa City Council.
In addition, the Cycling Advisory Committee shall have in a resource,
liaison and/or advisory capacity, the following:
1 staff representative from the Transportation Utilities and Public
Works
Department (non-voting)
2 members of Ottawa City Council, appointed by Council to act as a
liaison
(non-voting)
The process for choosing membership for the Cycling Advisory
Committee
will follow the approved Appointments Policy.
LEAD DEPARTMENT/REPORTING RELATIONSHIP
The Transportation, Utilities and Public Works Department shall be
the
lead department for the Cycling Advisory Committee. The Cycling
Advisory
Committee shall report through the Transportation and Transit
Committee to
City Council.
RESOURCES
The Cycling Advisory Committee shall report annually to the
Transportation
and Transit Committee, (timing to be determined by the Chair,
Advisory
Committee Coordinator and City Clerk), on its work plan for the
following
year, outlining its resource requirements for each portion of the
work
plan.
